William was the son of John Bryant Rielly of Rangoon, and the husband of Annie Julia Stuart who he married on July 9th 1904.
William was educated at Newton Abbott College, and then undertook his medical training at University College Hospital. University College Hospital was not registered to award degree qualifications and he therefore sat his M.B. and B.S. exams at the College of Medicine in April 1894. He held the post of house physician at the Brompton Hospital, whilst also serving with the Territorial Force.
William obtained a comission as Hon. Lieut. in the 3rd Battallion Royal Fusilliers on 10th July 1901 and saw action in the Boer War from 1900 to 1901. He was promoted to Captain on 20th September 1914, and was then attached to 3rd Battalion London Regiment (Royal Fusiliers). He served with the Mediterranean Expeditionary Force at the Dardanelles from August 1915 and died at Suvla Bay on 28th November. He was buried at Mudros.
