Percy was born in 1892 to Thomas, a Schoolmaster, and Mary Coxon of 8 Vernon Parade, Whitehall Road, Gateshead (census 1901). They lived at 175 Whitehall Road, Gateshead (census 1911). He had a younger brother, Thomas Leslie (census 1901 & 1911).
He was gazetted in September 1914 to the Border Regiment, 8th Battalion, where he attained the rank of Captain. He was wounded at Thiepval in July 1916. Percy died on 13th April 1918 aged 25.

Percy is buried in the Messines Ridge British Cemetery in Mesen, Arrondissement Ieper, West Flanders (West-Vlaanderen), Belgium.
