Cecil, commonly known as Carsie, was the son of Horsley, a general cartman, and Margaret Walton. His father was a widower according to the 1911 census. Cecil had three siblings, Sarah, Horsley and Joseph.
Before the war Cecil was a grocer assistant, while his sister Sarah was a hotel keeper, his brother Horsley was a house painter and Joseph was a law clerk.
Cecil died on 24th October 1917 aged 24 in France.
It is thought that Cecil was entered incorrectly in the Roll of Service under the initials "CP".
Cecil is buried in the Longuenesse (St. Omer) Souvenir Cemetery, Pas de Calais, France.
