Hugh was born in Sevastopol, Crimea. He was the son of Elizabeth Owen of 3 Brendon House, Great Woodstock Street, London.
He attended Armstrong College between 1907 and 1910, gaining a BSc. in June 1910. Later he worked as a Shipyard Draughtsman, and lodged at a boarding house in Jesmond, Newcastle upon Tyne.
Hugh served in France from 1914 to 1915 and was wounded in 1915. He was killed in action at Festubert, France on 16th May 1915 aged 24.
Hugh is buried in Guards Cemetery, Windy Corner, Cuinchy in Pas de Calais, France.
