Frederick was born in Southwick, Durham and was the son of Mrs. Mary. T.Mills and Mr. Robert W. J Mills. Frederick was the youngest of four children. His siblings were Robert J. Mills, Annie S. Mills and Louisa Mills.
He was educated at Bede Collegiate School, Sunderland, then Armstrong College.
Frederick died on 28th April 1917 aged 22. This was during the Battle of Arleux phase of the Arras Offensive, which lasted from 28-29th April 1917.

Frederick is commemorated on the Arras Memorial in Pas De Calais, France.
Frederick is also commemorated on a plaque in Sunderland's Bede School (now in the Bede Centre).
