James was the eldest son of Mr. P.S. Maclagan, a solicitor, and Mrs. Maclagan, who had lived at Rothbury, Northumberland before her marriage. He was also a great nephew of Archbishop Maclagan, of York.
He was educated at Appleby Grammar School, Westmorland and then went on to be a science student at Armstrong College, where he gained a BSc. James attended the University Officers' Training Corps whilst at Armstrong College.
James served as a Private in the Royal Army Medical Corps, and then as a Second Lieutenant in the King's Own Lancaster Regiment from 26th January 1916. He was later seconded to the 5th Battalion where he attained the rank of Lieutenant.
James was killed in action on 1st August 1918.
James was buried in the Duisans British Cemetery Etrun, in Pas De Calais, France.
