Raymond was born in Shanghai, China in 1893. He was educated at Orley Park Farm Preparatory School in Harrow, then boarded at Harrow School before he attended Armstrong College. Raymond's address is registered as 32 Marlborough-Mansions, Hampstead, Middlesex at the time of his death.
Raymond began military service on 6th June 1912 when he joined the Royal Field Artillery, 3rd London Brigade. He later joined the Northumberland Fusiliers, 9th Battalion, attaining the rank of Captain. Raymond was awarded the Military Cross on the 25th August 1916 for gallantry. His citation reads: "For conspicuous gallantry and devotion to duty. He commanded the front company of the battalion during an enemy attack. Though badly shaken by the explosion of a shell, he remained at duty, and by his coolness and initiative greatly contributed to the successful holding up of the attack."
Raymond was killed in action on 13th April 1918 at the age of 25 years old. This was during the Battle of Hazebrouck, which took place between the 12th and 15th April 1918. This was one of the phases of the Battle of Lys (9th-29th April 1918) which incorporated the German attack known as Operation Georgette and the subsequent fighting in the valley of the River Lys and the Flemish Hills. The operation had the objective of capturing key railway and supply roads and cutting off the British Second Army in Ypres.

Raymond is commemorated on the Loos Memorial in the Pas de Calais region of France.
