Percy was born in 1891 to Head Teacher William Marshall and Margaret Hall Cox of 14 Malvern Street, Elswick, Newcastle upon Tyne. He was the second youngest of 6 siblings; Frederick William, Florence Evelyn, Eleanor Margaret, Sarah Gertrude, and William Marshall.
Percy served with the Northumberland Fusiliers, 4th Battalion. He died of his wounds on 23rd May 1917 aged 26.
